WCAC-TV's primary responsibility is to assist in the development of educational, cultural, and informational programming for the city of Waltham. WCAC-TV is also responsible for reflecting the interests of Waltham residents by receiving and airing diverse programming. WCAC-TV offers informative training courses and opens the facility and air-time to residents, businesses, city departments, and organizations.

- Phil is responsible for new program proposals and scheduling programs to air on WCAC-TV. He is also the creator, of Waltham Newswatch, Hit Show, You Don't Say and creator, host and producer of Armchair Quarterback. Freelance credits include Associate Producer of the emmy award winning ESPN X Games and ESPN Sunday Night Football.

Training Certification Tracks
Each of the following certification tracks is designed to allow the students to be proficient enough with the techniques and equipment to ensure the safety and proper operation of WCAC-TV video production equipment.
Completion of any individual track will enable success of the student’s broadcast production as well grant them access to sign out and sign up for facilities and equipment for which they are certified.
The structure of these courses encourages the student to go further in their knowledge and access to WCAC-TV. Some of the individual classes overlap in the curriculum to give the student a well-rounded experience and to guarantee WCAC facilities and equipment are used in the correct professional manner and is consistent with the WCAC-TV mission statement of “promoting the utilization of public access channels on the Cable Television system in Waltham, Massachusetts.”
Studio/Control Room Production Certification - 3 Class Meetings
This track certifies the use and operation of the WCAC-TV Studio/Control Room facilities. This course is a basic, technical overview of the studio, with hands on experience in all crew positions. Crew positions include: Director/Producer, Technical Director, Camera Operator, Audio Engineer, Teleprompt Operator.
Basic studio light, camera switch, audio, and graphic titling will also be covered.
Shoot/Field Production Certification (Camera/Audio/Light) - 3 Class Meetings
This track certifies the use and operation of WCAC-TV Cameras, Audio, and other equipment possibly required in field production. Hands on instruction with tape-based Standard Definition and digital-card media High Definition cameras will be demonstrated and explained. Instruction also includes use of a tripod, external microphones, effective cabling, audio and video monitoring for the field.
Basic shot composition and interview techniques will also be covered.
Post Production/Editorial Certification - 3 Class Meetings (Private 1 on 1)
This track certifies the use and operation of the WCAC-TV video editorial facilities. Courses will provide step-by-step instruction on basics of non-linear digital editing along with the importance of effective video and media file management. The instructor will guide you through the process of editing a project from footage acquire through exporting the final video for a broadcast master ready to be aired on WCAC-TV & MAC-TV Cable Access channels.
The student will be introduced to the Final Cut Pro editing software interface and become familiar with basic video edit operations of digital capture and acquire, assembling and trimming clips, timeline video and audio, transitions, basic graphic titles and time, color, filter effect techniques.
Community Producer Certification - 3 Class Meetings (+ Additional 2 Pre-production Mtgs)
This track certifies and gives the ability of a Community Producer to sign up for and utilize WCAC-TV facilities and equipment to adequately produce their approved WCAC-TV production. The Producer, or a member of the production team, must demonstrate to WCAC staff adequate proficiency in control room techniques for complete use access to the WCAC studio.
Community Producer classes include: Basic Studio 1, Field Production 1, and Video Edit 1 to give the producer introductory knowledge of the entire production process. The Additional Pre-production meetings will be private 1-on-1 discussions with the WCAC-TV Production Manager to discuss the concepts, production team, and logistics of the producer’s individual proposed show to be aired on WCAC-TV.
