Alleged Healthcare Scammer Operated Out of Cronin's Landing

A health care therapist, formerly of Waltham, was arrested this week, suspected of running a scam out of several physical therapy clinics in the area, including one in Waltham.
Chang Goo Yoon, 59, a South Korean national, most recently resided in Waltham. Federal investigators nabbed him at JFK Airport in New York as he was heading out of the country.
From 2009 to 2020, Yoon allegedly billed patients for non-existent physical therapy appointments out of clinics he operated in Allston, Waltham and Brookline. Sometimes the patients were overseas at the times of the appointments.
Federal charging documents said that Yoon lived at Cronin’s Landing at 237 Moody Street and ran a clinic downstairs called Doctors Physio Group Inc. from 2015 to 2019.
In March 2019, a bogus claim for one patient was sent to Yoon’s Cronin’s Landing apartment. The move ensured that the patient never received the insurance company paperwork for visits that never occurred, said federal investigators.
During dates when he was apparently treating other patients, Yoon was spotted at the Golden Nugget casino in Atlantic City or the MGM Grand in Springfield.
Before setting up his alleged scheme in the Bay Sate, Yoon had been barred from practicing physical therapy in several other states.
In 2008, the U.S. Department of Health and Human Services excluded Yoon from participating in Medicare, Medicaid and all other federal healthcare programs.
He was scheduled to appear in federal court in New York this week on health care fraud charges.
